REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 19, 2017 <br />TITLE: <br />RECEIVE AND FILE STAFF REPORT <br />APPROVING VARIANCE NO. 2017-02 TO <br />ALLOW A REDUCTION IN LANDSCAPED <br />SETBACKS FOR THE ORANGE COUNTY <br />SCHOOL OF THE ARTS AT 123 EAST <br />ELEVENTH STREET — MARK TURPIN, <br />APPLICANT <br />{STRATEGIC PLAN NO. 3,2) <br />TY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1' Reading <br />❑ Ordinance on 2" Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the staff report approving Variance No. 2017-02 as conditioned. <br />PLANNING COMMISSION ACTION <br />At its regular meeting on August 28, 2017, the Planning Commission adopted a resolution <br />approving Variance No. 2017-01 as conditioned to allow a reduction in the landscape setback <br />standards and allow an expansion to the Orange County School of the Arts (OCSA) Foundation <br />building at 123 East Eleventh Street located in the Specific Plan No. 3 (SP-3/Midtown Specific <br />Plan) Financial District/Bush Street Professional District zoning district. The Planning <br />Commission made no changes to the recommendation outlined in the attached staff report <br />(Exhibit A). <br />DISCUSSION <br />OCSA is proposing to construct a 885 -square -foot addition on the north side of an existing <br />1,2980 -square -foot office building that is currently being used as administrative offices by The <br />OCSA Foundation, which is the fundraising arm of the school. The addition has been designed <br />to match the existing structure, including texture, materials and color. Architectural <br />improvements will also be made to the structure that will enhance the adobe style of the building. <br />Other improvements proposed for the site include the addition of new landscaping within the <br />parking lot, new lighting throughout the site, and the removal of an unused curb cut on the <br />northeast corner of the site.
