Its <br />contribution to both the unsheltered and <br />sheltered Orange County population is <br />exceptionally larger than the median. As a <br />result, Santa Ana's percentage of the total <br />(combined sheltered and unsheltered) Orange <br />County homeless population (20.87%) is about <br />22 times greater than the median percentage for <br />Orange County cities of 0.95%. <br />
