LAR 9/19/17 <br />RESOLUTION NO. 2017 -XX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA TO AMEND RESOLUTION NO. 2015-026 TO <br />EFFECT CERTAIN CHANGES TO THE CITY'S BASIC <br />CLASSIFICATION AND COMPENSATION PLANS AND <br />AMENDING THE ANNUAL BUDGET TO ADD A HOMELESS <br />SERVICES MANAGER POSITION IN THE CITY MANAGER'S <br />OFFICE. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council hereby finds, determines and declares as follows: <br />A. On June 16, 2015, the City Council adopted Resolution <br />No. 2015-026 amending and re-establishing the Basic Classification and <br />Compensation Plan for all Fuil-Time and Part -Time Classifications of <br />Officers and Employees of the City of Santa Ana. <br />B. Section 1004, Article X of the City Charter of the City of Santa Ana <br />requires the City Manager to prepare, install and maintain a position <br />classification and pay plan subject to civil service rules and regulations <br />and the approval of the City Council. <br />C. On July 5, 2017, the City Council passed and adopted Ordinance No. <br />NS -2919, establishing the City's budget and authorizing position <br />allocations for fiscal year 2017-2018. The Ordinance also sets forth the <br />requirement that alterations in the allocation of authorized positions be <br />reviewed and approved by the City Council. <br />D. The Interim City Manager proposes adding one full-time position; <br />Homeless Services Manager to the Community Development Agency <br />budget and the City's class and compensation plan as a representative <br />who will be the liaison between the City, neighboring cities, the County of <br />Orange and Orange County homeless service providers and faith -based <br />organizations. This position will also invest in connecting and increasing <br />non-profit and faith -based services available to assist in responding to the <br />City's homeless crisis and develop and implement a specific legislative <br />package to solicit state and federal assistance to respond to the needs for <br />housing, enforcement and social services for the growing homeless <br />population.
