NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />DOES HEREBY RESOLVE AS FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. In the wake of this announcement, we urge Congress to pass S. 1615/H.R. <br />3440, the DREAM Act of 2017—without controversial provisions or <br />amendments—to provide a clear path for these individuals by allowing <br />them to earn lawful permanent residence, and eventually citizenship if they: <br />• Are longtime residents who came to the U.S. as children; <br />• Graduate from high school or obtain a GED; <br />• Pursue higher education, work lawfully for at least three years, or <br />serve in the military; <br />• Pass security and law enforcement background checks and pay a <br />reasonable application fee; <br />• Demonstrate proficiency in the English language and a knowledge <br />of United States history; and <br />• Have not committed a felony or other serious crimes and do not <br />pose a threat to our country. <br />B. The City of Santa Ana is united in calling on Congress to act immediately <br />to reverse this rescission by the President and the Attorney General and <br />secure Federal statutory protections for DACA youth from deportation. <br />Section 2.
