Approval of the <br />variance would assist in attracting patronage to the business <br />and improve the ability to advertise products. <br />2. That the granting of a variance is necessary for the preservation and <br />enjoyment of one or more substantial property rights. <br />The granting of the variance is necessary for the preservation <br />and enjoyment of substantial property rights. Additional <br />signage would help remain competitive and continually expand <br />business opportunities. Through rebranding, Smart & Final <br />Extra has expanded its goods and services. Approval of the variance supports Policies 2.2 <br />and 2.13 of Goal 2 (Promote land uses which enhance the <br />City's economic and fiscal viability) and Policies 4.3, 4.4, and <br />4.5 of Goal 4 of the Land Use Element (Protect and enhance <br />development sites and districts which are unique community <br />assets that enhance the quality of life).
