LAR 9/19/17 <br />RESOLUTION NO. 2017-062 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA TO AMEND RESOLUTION NO. 2015-026 TO <br />EFFECT CERTAIN CHANGES TO THE CITY'S BASIC <br />CLASSIFICATION AND COMPENSATION PLANS AND <br />AMENDING THE ANNUAL BUDGET TO ADD A <br />HOMELESS SERVICES MANAGER POSITION IN THE <br />CITY MANAGER'S OFFICE. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council hereby finds, determines and declares as follows: <br />A. On June 16, 2015, the City Council adopted Resolution <br />No. 2015-026 amending and re-establishing the Basic Classification and <br />Compensation Plan for all Full -Time and Part -Time Classifications of Officers and <br />Employees of the City of Santa Ana. <br />B. Section 1004, Article X of the City Charter of the City of Santa Ana requires <br />the City Manager to prepare, install and maintain a position classification and pay <br />plan subject to civil service rules and regulations and the approval of the City <br />Council. <br />C. On July 5, 2017, the City Council passed and adopted Ordinance No. <br />NS -2919, establishing the City's budget and authorizing position allocations for <br />fiscal year 2017-2018. The Ordinance also sets forth the requirement that <br />alterations in the allocation of authorized positions be reviewed and approved by <br />the City Council <br />D. The Interim City Manager proposes adding one full-time position; Homeless <br />Services Manager to the Community Development Agency budget and the City's <br />class and compensation plan as a representative who will be the liaison between <br />the City, neighboring cities, the County of Orange and Orange County homeless <br />service providers and faith -based organizations. This position will also invest in <br />connecting and increasing non-profit and faith -based services available to assist <br />in responding to the City's homeless crisis and develop and implement a specific <br />legislative package to solicit state and federal assistance to respond to the needs <br />for housing, enforcement and social services for the growing homeless <br />population. <br />E. The City Council has amended and reestablished the Basic Classification and <br />Compensation Plan on numerous occasions since adoption. <br />Resolution 2017-062 <br />Page 1 of 3 <br />
