This agreement will <br />result in registration costs of up to $10,000, and generate up to $54,000 in reimbursement <br />revenue over the five-year term. <br />DISCUSSION <br />The Santa Ana Police Department has a long standing relationship with Rancho Santiago <br />Community College District (District) to ensure law enforcement officers receive college credit for <br />law enforcement training that has been certified by the District. Under the terms of this <br />agreement, Santa Ana College offers advanced public safety courses to students under the <br />immediate supervision of a Rancho Santiago Community College District -approved instructor <br />(Santa Ana PD training officer). The officers receive college credit, and the District is eligible to <br />receive state apportionment to help fund the costs of instruction. A percentage of the <br />apportionment is used to compensate the Police Department for costs incurred while presenting <br />the course (i.e: instructor costs, instructional supplies, printing costs, etc.). <br />Over the course of an average year, the Police Department trains approximately 300-400 <br />employees (Santa Ana and outside agencies). Registration costs vary based on the class, and <br />the Department is reimbursed at two dollars and seventy cents 2.70 per student contact hour, <br />not to exceed 20,000 student contract hours or $54,000 per fiscal year. The Department <br />anticipates spending approximately $2,000 a year in registration fees, which will be offset by <br />receiving approximately $5,000 - $10,800 in reimbursement fees annually. Over the course of a <br />five-year agreement, the Police Department anticipates paying approximately $10,000 for <br />enrollment fees for ongoing, in-service training. These monies will be offset by total <br />reimbursement of approximately $25,000 - $54,000 over the five-year agreement. Actual <br />revenue received will be based on the annual training needs of the Police Department, and the <br />number of registrations processed through the District. <br />25E-1 <br />
