Registration of Residential/Commercial Property in Foreclosure <br />October 3, 2017 <br />Page 2 <br />properties will capture foreclosed or abandoned properties by creating a systematic list of <br />properties that may need Code Enforcement attention. The ordinance requires property owners <br />to register ownership of foreclosed properties. Using this information a database will be created <br />linking properties with owners and their contact information. Owners of foreclosed properties will <br />be assessed a fee to cover the cost of establishing and maintaining the database, continuous <br />review of list, and inspections of properties by Code Enforcement staff. <br />The City will solicit the services of a qualified company to expedite the registration program. <br />Foreclosure Registration entities have immediate real estate foreclosure data and finance/bank <br />information that expedite this type of program. Conducting abatement enforcement on financial <br />institutions has been a challenge for the Code Enforcement Division. A partnership with a <br />professional business that will receive a fee not to exceed $100 for each registration fee collected <br />will assist the City in establishing a successful program. Consultant fees may be subject to <br />adjustment pending Request for Qualification (RFQ) submissions (Exhibit 1). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 — Community Health, Livability, <br />Engagement and Sustainability; Objective #4 (Support neighborhood vitality and livability). <br />FISCAL IMPACT <br />The ordinance provides that the City may impose a registration fee adopted by resolution. The <br />cost of the registration will be included in the City's Miscellaneous Fee Schedule and collected <br />annually. The funds received will be deposited in the Foreclosure Registration Program (Account <br />No. 01116002-53628). If approved, an RFQ shall be conducted to partner with an outside vendor <br />to manage the foreclosure registration program. Foreclosure registry business typically will <br />collect a fee for each registration fee collected.
