OF ADDENDUM TO TIIE EIR. <br />This Initial Study/Addendum protides the basis for augmenting the previously certified Final <br />Enviromnental mpact Repoit (Certified. EIR) (State. Clearinghouse N6.'2001031004),forthe <br />Armstrong Ranch Project and serves as,the Califoiliia Environmentat Quality Act,(CEQA) <br />documentation forthe following: <br />• Amendment to S134 to allow for development of a small lot subdivision consisting of 42 single- <br />family residential units on 6.72 acres previous evaluated as pail ofa church facility, <br />• Approval of a Tentative Tract Map for 42 residential units on 6:72 acres <br />This Addendum has been prepared pursuant to the provisions of CEQA ,(Public Resources Code <br />Sections 21000 et seq.) and the State CEQA'Guidelines. <br />The term Revised Project" refers to the proposed rnodificationa to'the Armstrong Ranch <br />Project while" A proved Project" refers to the project is described in the 2002 EIR. <br />1.3 ENVIRONMENTAL PROCEDURES <br />Pursuant to CCQA, the State CEQA Guidelines, and the local CEQA guidelines, this Initial <br />Study/Addendum focuses on the proposed constriction of single-family residential units on <br />6.72 acres previously evaluated as part of a church facility; and whether anychanae in circumstances <br />or new information exists that would substanfiall'y change the conclusions of the Certified EIR. <br />Pursuant to Section 21166 of CEQA and Section 15162 of the State CEQA Guidelines, when an EIR <br />has been certified ona negative declaration adopted for a pruject, no subsequent FIR shall be prepared, <br />for the project unless the lout agency determines; on the basis of substantial evidence; that one or <br />more of the following conditions are met: <br />(1) Substantial changes are proposed in the project that will require major revisions of the previous <br />EIR due to the involvement of new significant environmental effect or a substantial increase in <br />the severity ofprcviously identified significant effects; <br />(2) Substantial changes occur with respect to the circumstances under which the project is underiakcti <br />that will requiramajor revisions ofthcprevious FIR due to the,involvefnettt of new significant <br />environin6mal effects or it substantial increase in the severityorpreviously identified sigirificant <br />effects; or <br />(3) New information of substantial importance, which was nok known and could not have been <br />known wish the exercise ofreasonable diligence at the time the previous EIR was certified as <br />complete, suggests any of the following: <br />a) The project would have onc'or more significant effects not'discussed in the previous FIR or <br />ncgative.declaration. <br />b) Significant crfccts previously examined would be subslantially.rtaot'esevere than identiGe(1 m <br />the previous EIR. <br />.81101 604'•llddcod=',-I ddendlim.dacx 09AWI L. <br />75B-56 <br />1-7 <br />
