Agreement with NBS for Comprehensive Prop. 218 Fees and Charges Compliance Assessment <br />October 3, 2017 <br />Page 3 <br />Where non-compliance is identified, NBS will develop a menu of options that may be used to <br />ensure the City achieves compliance. The assessment will evaluate the City's current rate <br />structure, methods of collection and adoptions processes, and either validate the existing <br />structure or identify possible areas of concern and improvement. <br />Staff recommends approval of the agreement with NBS to conduct the comprehensive <br />assessment. Included in the proposal are two approaches for the Federal Clean Water Protection <br />Enterprise Feasibility Analysis. Approach number two is an add on additional task for the <br />development of a financial plan for a new dedicated funding source specific to the Federal Clean <br />Water Protection Enterprise Fund. This would not require the City to implement the new fee but <br />provide the option should the Council choose to exercise it. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of these item supports the City's efforts to meet Goal #4 — City Financial Stability, <br />Objective #1 (maintain a stable, efficient and transparent financial environment). <br />FISCAL IMPACT <br />Funding is available via carry-over of prior year balance accessible for expenditure in the Fiscal <br />Year 2017-18 General Fund Non -Departmental Contractual Services account (no. 01105015- <br />62300). <br />U� <br />Fred Mousavipour <br />Executive Director <br />Public Works Agency <br />Obert C.
