F. PLANS, SPECIFICATIONS, AND ESTLVIATES (PS&E) <br />1. Development of Detail Plans, Specifications and Estimate (PS&E): <br />a) Design of the bridge shall include a process for architectural treatments that will <br />include developing some form of aesthetic development procedure for the barrier <br />railings and lights. <br />b) Constructability issues of the work shall be evaluated and addressed. Some issues <br />to address may include access to the site for heavy equipment, construction phasing <br />and sequential demolition of bridge railing (no work shall be performed within the <br />river bottom during the rainy season), vehicular and bicycle traffic detouring issues <br />or concerns, potential impacts false -work may have on the Santa Ana River in <br />storm flows during construction, and protective measurement to prevent any <br />day/night camping under the bridge. <br />c) All reports, plans, specifications and quantity calculations shall conform to criteria, <br />policies, procedures and standards of Caltrans and the City, and shall be made <br />available to the City at stages specified in the milestone schedule and upon request. <br />Consultant shall submit backup calculations for the project quantities. <br />d) The bridge plans shall include at a minimum a general plan, structure demolition <br />plans, and bridge details plans and sections. The plans shall also include utility <br />relocation plans, barrier rails with architectural details, electrical lighting, <br />landscaping/irrigation, and civil design, including sidewalk, approach, and County <br />of Orange access roadway/bike trail where necessary, <br />e) The street widening plans shall include a minimum of a general street improvement <br />plan layout, profile, disposition, landscaping and irrigation, typical section, and <br />construction details. The plans shall show existing utilities and shall include at a <br />minimum traffic signing, striping and pavement marling for the entire project limit. <br />f) Each plan sheet shall bear the State of California Registered Professional Engineer <br />registration seal within signatures, license number and registration certificate <br />expiration date of the Engineer who is in responsible charge for developing the <br />plan. Each plan sheet shall be signed by the engineer who performed the <br />independent plan check. <br />g) The calculations for both the design and the independent design check shall be <br />submitted as part of the PS&E submittal requirements. The respective calculations <br />shall bear the State of California Registered Professional Engineer registration seal <br />with the signature, license number and registration certificate expiration date of the <br />design engineer and independent check engineer. <br />h) Consultant shall prepare complete contract specifications based on City of Santa <br />Ana Special Provision, and the Standard Specifications for Public Works <br />Construction (Greenbook), Structure construction shall follow the Caltrans <br />Standard Specification.
