The services provided <br />by the county, state, federal, cityand court jurisdictions at the Civic Center share the common areas <br />between the various government buildings. The goal is for these shared common areas to be clean, <br />safe, and well maintained so that all that visit the Civic Center are well served. <br />Civic Center Regulations: <br />On December 20, 1993, the City Council approved Ordinance No. NS -2210 adding Section 10-551 <br />to Chapter 10 of the Santa Ana Municipal Code for the purpose of regulating camping and storage <br />of property in the Civic Center Area. The SAMC contains similar regulations that apply throughout; <br />the City's boundaries as well. <br />For three decades now, homeless individuals have increasingly gathered on a daily basis in the <br />Civic Center Area, where they can receive services and food provided by local non -profits. The <br />homeless population has risen dramatically in the past year alone. For example, there are <br />estimated to be approximately 175 unsheltered homeless in the Plaza of the Flags alone per the <br />Civic Center Patrol team. Even more significant, however, are the health and safety risks arising] <br />from the excessive accumulation of property in the Civic Center. <br />50A-1 <br />
