o Noted when the historic French Park district was created there was not a <br />Chapter 30 in the zoning code and any projects in the district were reviewed by <br />Planning Commission. Staff will be looking at changing the zoning code to have <br />the responsibility transferred to the Historic Resources Commission. <br />o Reported that the historic home on Washington Avenue that burned down did <br />not come to the Historic Resources Commission as it was a dangerous building <br />identified by the building official. Staff is working with a consultant on how the <br />new construction will be processed. <br />• Award Program for Outstanding Historic Projects — Ms. Neal stated this program was in <br />effect a couple of years ago and the Commission has the ability to present awards to <br />those who support or homes that support historic preservation efforts in the community. <br />Vice Chair Schaefer noted the Commission handled this annually and was <br />discontinued due to budgetary reasons and was a great program that recognized <br />historic restoration. Commissioner Rush echoed support of the program with hopes it's <br />brought back. <br />• Historic Resources Application Fees — Ms. Neal noted the fee waiver and fee reduction <br />will end on August 4 adding the city is conducting a fee study on application fees to <br />review costs for staff time associated with processing applications. Chairperson <br />Christy encouraged Commissioners to speak to their appointed Councilmembers on <br />the issue. <br />8. COMMISSION MEMBER COMMENTS <br />Commissioner Hardy: <br />• Invited Commissioners to attend the Heninger Park Summer Street Fair to be held on <br />Saturday, July 22 from 11:00 a.m. to 3:00 p.m. at the 700 block of South Ross Street. <br />• Provided a brochure of those who received 2017 Community Building Awards. <br />Commissioner Hitterdale: <br />• Thanked homeowners. <br />• Thanked staff for their efforts. <br />Commissioner Rush: <br />• Congratulated homeowners on their designation. <br />• Inquired on the replacement of Ms. Soboleske. Ms. Neal answered the position will be <br />filled. <br />• Opined on exploiting of city history and preservation with no funding for historic <br />preservation. <br />• Opined the need for staff to get back to adopting and protecting historically sensitive <br />neighborhoods. <br />• Noted the need to be proactive and create more historic districts. <br />• Inquired on how to place items on the agenda. Ms. Neal answered the bylaws will be <br />coming to the Commission to amend the dates of the meetings and clarify how to place <br />items on the agenda at the next meeting. <br />Commissioner Murashie: <br />• Commended staff with loss of Executive Director, historic staff person and elimination <br />of fee waiver/reduction indicating staff has stepped up with influx of last minute <br />applications and choosing to cross -train staff. <br />• Thanked the Library staff on the historic workshop lead by Manny Escamilla who did a <br />wonderful job and encouraged additional workshops. <br />• Noted the Floral Park neighborhood is continuing to work on obtaining historic district <br />designation and looks forward to working with staff on it. <br />• Thanked applicants. <br />HISTORIC RESOURCES COMMISSION MINUTES 6 JULY 20, 2017 <br />
