Short-term construction and infrastructure improvements would have <br />reduced impacts compared to the proposed Project, as more than half of the site would not be <br />developed. Under the No Project/ Institutional Entitlements Alternative, long-term changes to <br />the visual setting would be different than the Project because more of the existing structures <br />may remain; the proposed warehouse, equipment maintenance, and storage uses would be <br />concentrated in the southeastern portion of the site; and the alternative's improvements would <br />be of a lower intensity than the proposed Project. The proposed institutional uses would <br />somewhat improve the existing condition of the abandoned and dilapidated buildings by <br />reusing portions of them and incorporating them in the proposed development. Some buildings <br />and portions of some buildings would remain vacant under this alternative. While the No <br />Project/ Institutional Entitlements Alternative would improve the quality of a portion of the <br />site, this alternative would not substantially transform the site and a substantial portion of the <br />site would remain in its current condition that is inconsistent with the planned uses for the <br />area.
