LS 10.3.17 <br />RESOLUTION NO. 2017-064 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ESTABLISHING THE FORECLOSED VACANT <br />PROPERTY REGISTRATION FEE IN ACCORDANCE WITH <br />ARTICLE 3 OF DIVISION 3 OF CHAPTER 8 OF THE SANTA <br />ANA MUNICIPAL CODE <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines and <br />declares as follows: <br />A. On October 3, 2017, the City Council of the City of Santa Ana placed on <br />first reading and approved Ordinance No. NS -2927 adding Division 3 to Article 3 to <br />Chapter 8 of the Santa Ana Municipal Code regarding the registration and maintenance <br />of abandoned and defaulted mortgage property. <br />B. Section 8-1989 of the Santa Ana Municipal Code authorizes an <br />administrative fee related to the registration, inspection and enforcement regarding such <br />abandoned and defaulted mortgage property that is to be established by resolution. <br />C. Based on analysis and evaluation of staff time, equipment, and materials, <br />this fee is recommended as set forth below. <br />D. This fee shall become effective concurrently with the effective date of <br />Ordinance No. NS -2927 and shall be incorporated into the City's Uniform Schedule of <br />Miscellaneous Fees for Fiscal Year 2017-18, as updated annually. <br />Section 2. The City Council hereby establishes the annual administrative fee <br />relating to the registration, inspection and enforcement regarding such abandoned and <br />defaulted mortgage property. The fee will include both City staff costs and consultant <br />costs. City staff costs are $412.96 per property. Consultant costs will be added into the <br />fee when a consultant is selected and contracted with to assist and manage the <br />program. <br />Section 3. Without further action of the City Council, the above -referenced fee <br />established by this Resolution shall be incorporated into the City's Uniform Schedule of <br />Miscellaneous Fees for Fiscal Year 2017-18 and updated annually. <br />Section 4. This Resolution shall take effect immediately upon its adoption by <br />the City Council, and the Clerk of the Council shall attest to and certify the vote adopting <br />this Resolution. <br />Resolution No. 2017-064 <br />Page 1 of 2 <br />
