LS 9.11.17 <br />ORDINANCE NO. NS-XXXX <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AMENDING SPECIFIC <br />DEVELOPMENT PLAN NO. 4, PERTAINING TO THE <br />ARMSTRONG RANCH DEVELOPMENT, TO ALLOW <br />TEMPORARY SALES OFFICES, MODIFY THE <br />PARKING STANDARDS AND INCORPORATE <br />DEVELOPMENT STANDARDS FOR A SMALL LOT <br />SUBDIVISION (SD -4) (ZOA NO. 2017-02) FOR THE <br />PROJECT AT 2001 W. MACARTHUR BOULEVARD <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana does hereby find, <br />determine and declare as follows: <br />A. Zoning Ordinance Amendment No. 2017-02 has been filed with the <br />City of Santa Ana to amend the Specific Development Plan No. 4 <br />(SD -4) to allow temporary sales offices, modify the parking standards <br />and incorporate development standards for a small lot subdivision <br />within SD -4 located at 2001 W. MacArthur Boulevard. <br />B. The Planning Commission of the City of Santa Ana held a duly <br />noticed public hearing on September 11, 2017, on Zoning Ordinance <br />Amendment No. 2017-02 and recommended that the City Council <br />adopt an ordinance approving Zoning Ordinance Amendment No. <br />2017-02. <br />C. The addition of temporary sales offices on the SD -4 parcel will allow <br />the use of temporary structures such as trailers as sales offices, <br />thereby facilitating the sale of single-family residences within the SD - <br />4 project site. <br />D. The modification of the parking standards within the SD -4 <br />development will align the parking standards for single-family <br />residences within this development with the parking standards for <br />single-family residences throughout the city. <br />E. The inclusion of small lot subdivision standards within the SD -4 <br />district will encourage the development of more affordable single- <br />family dwellings within the south central section of the city while <br />remaining consistent with the general plan designation of Low <br />Density Residential. <br />F.
