Escamilla <br />HISTORIC RESOURCES COMMISSION SECRETARY <br />APPROVED _ <br />D As Recommended <br />❑ As Amended <br />❑ Set Public Hearing Fdr <br />CONTINUED TO <br />Acting,Executive Director Acting Plan rng Ma ager <br />RECOMMENDED ACTION <br />Recommend that the City Council authorize the City Manager and Clerk of the Council to execute <br />the attached Mills Act agreement with Erik Robert Wood; Subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />Request of Applicant <br />Erik Robert Wood .is requesting approval to execute a Mills Act agreement With the City of Santa <br />Ana at an existing residence located at 1237 West Third Street that is currently on the Santa Ana <br />Register of Historical Properties. <br />Proiect Location and Site Description <br />The subject property, known as the Guillen House, consists of a 1,022 -square -foot, single -story <br />Craftsman Bungalow style residence and detached garage on .a 6,438 -square -foot residential lot <br />(Exhibit 1). <br />Analysis of the Issues <br />Ordinance No. NS -2382 authorized the Historic Resources Commission to execute Historic Property <br />Preservation Agreements (HPPA), commonly known as Mills Act agreements for eligible properties <br />(Exhibit 2). The property is listed on the Santa Ana Register of Historical Properties and categorized <br />as Contributive, making it.eligible for a Mills Act agreement.. The agreement provides monetary <br />incentive to the property owner in the form of a property tax reduction in exchange for the owner's <br />voluntary commitment to maintain the property in a good state of repair as necessary to maintain its <br />character and appearance. Once recorded, the agreement generates a different valuation method <br />in determining the property's assessed value, resulting in tax savings for the owner.
