Historic Property Preservation Agreements
October 17, 2017
Page 2
HISTORIC RESOURCES COMMISSION ACTION
On September 28, 2017, the Historic Resources Commission recommended that the City Council
authorize the City Manager and Clerk of the Council to execute the attached Mills Act
agreements with the identified property owners for the historic structures, subject to non -
substantive changes approved by the City Manager and City Attorney.
DISCUSSION
This action allows for the approval of a Historic Property Preservation Agreement (Mills Act
Contract) which provides a potential property tax reduction allowing the property owner to
reinvest the tax savings into the maintenance of the historic property (Exhibit A). Additionally, the
agreement prevents inappropriate alterations to the historic structures (Exhibits B1-11).
STRATEGIC PLAN ALIGNMENT
Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability,
Engagement & Sustainability, Objective #2 (expand opportunities for conservation and
environmental sustainability) and Objective #3 (facilitate diverse housing opportunities and
support efforts to preserve and improve the livability of Santa Ana neighborhoods).
FISCAL IMPACT
The Historic Property Preservation Agreement will reduce the Property Tax revenue account
01102002-50011 to the City by an estimated $7,753.28 annually noted below, for a period of not
less than ten years.
HPPA No.
Address
Estimate
Exhibit No.
2017-01
1237 West Third Street
$431.52
131
2017-06
2340 North Riverside Drive
$981.75
B2
2017-07
949 West River Lane
$1,212.75
B3
2017-11
817 North Lac
$600.74
B4
2017-13
1909 Poinsettia Street
$716.10
B5
2017-15
821 North Olive Street
$606.38
B6
2017-17
2415 North Heliotrope Drive
$1,004.85
B7
2017-18
1711 North Bush Street
$220.65
B8
2017-19
2900 North Flower Street
$342.87
B9
2017-20
541 West Santa Clara Avenue
$895.13
B10
2017-21
2337 North Santiago Street
$740.54
1311
Total for All Properties:
$7,753.28
25A-2
