NEXT STEPS On November 7th, Staff anticipates bringing forward two items for City Council consideration: (1) the criteria that will be used for the merit based system and how RSP applicants will be evaluated, and (2) a template of an In -lieu fee agreement. Staff will also draft revisions to Measure BB to ensure consistency with new State legislation and a recommendation to increase the gross receipts tax rate from 5%to 6%. STRATEGIC PLAN ALIGNMENT Approval of this item supports the City's efforts to meet Goal #3 - Economic Development, Objective #2 (create new opportunities for business/job growth and encourage private development through new General Plan and Zoning Ordinance policies), Objective #3 (promote a solutions -based customer focus in all efforts to facilitate development and investment in the community), Objective #5 (leverage private investment that results in tax base expansion and job creation citywide); and Goal #4 - City Financial Stability, Objective #3 (achieve a structurally balanced budget with appropriate reserve levels). FISCAL IMPACT Adoption of this ordinance will result in an increase in general fund revenue ranging $9.1 million to $20.25 million dollars per fiscal year. It is recommended that 50% of the new revenue will be dedicated for enforcement efforts and the administration of the program.
