DISCUSS AND PROVIDE STAFF DIRECTION ON THE FUNDING, <br />STRUCTURE AND AUTHORITY OF THE ORANGE COUNTY CIVIC CENTER <br />AUTHORITY, AND GENERAL RESPONSIBILITIES AS OUTLINED IN THE <br />MEMORANDUM OF UNDERSTANDING AMONGST THE ORANGE COUNTY <br />SHIERIFF-CORONER AND MEMBER AGENCIES UPON THE FLOOD <br />CONTROL AND RIVER CHANNELS — HOMELESS SERVICES (Mayor Pro <br />Tem Martinez) <br />Mayor Pro Tem Martinez, discussed structure of the Joint Powers Authority <br />(JPA), funding and operational procedures; proposed amending bylaws to <br />include an elected official on the Civic Center Authority; seek reimbursement for <br />City impacts and expenses; suggested use of solar belly (recycling containers); <br />and asked what resources needed and what is patrol plan for Sheriff's at the <br />riverbed; need citywide approach with adequate resources. Consider <br />appointment of Councilmember Villegas as City representative. <br />Executive Director of Parks and Recreation, Gerardo Mouet, explained funding <br />and composition of board. <br />Councilmember Solorio, noted that JPA old and does not include new reality; <br />seek reimbursement for City enforcement services and OC Flood Control or <br />Water District have role and responsibility as well. <br />Direct staff to amend the bylaws of the Civic Center Authority to include a City <br />and County Board of Supervisor representative; review funding and <br />reimbursement; identify resources needed and return to City Council with report <br />on action items to implement changes. <br />RECESSSED CITY COUNCIL MEETING AT 10:05 P.M.
