(6) Requiring the prime contractor, if subcontracts are to be let, to take the affirmative <br />steps listed in paragraphs (1) through (5) of this section. <br />X. Consultant will comply with Section 3 of the Housing and Urban Development <br />(HUD) Act of 1968 that helps foster local economic development, neighborhood economic <br />improvement, and individual self-sufficiency. The Section 3 program requires that recipients of <br />certain HUD financial assistance, to the greatest extent feasible, provide job training, <br />employment, and contracting opportunities for low- or very -low income residents in connection <br />with projects and activities in their neighborhoods. Consultant will certify the Section 3 Clause <br />Attachment 3. <br />Consultant will adhere to the Federal Labor Standards Provisions Attachment 4. <br />Z. Consultant agrees to provide a drug-free work place and to execute a certification <br />as set forth in Attachment 5. <br />aa. Pursuant to the conflict of interest requirements set forth in 24 CFR 570.611 and 2 <br />CFR 200.112, Consultant certifies that no member, officer, employee, agent or assignee of CITY <br />having direct or indirect control of any CDBG monies granted to the CITY, inclusive of the <br />subject CDBG FUNDS, shall serve as an officer of Consultant. Further, any conflict or potential <br />conflict of interest of any officer of Consultant shall be fully disclosed in writing prior to the <br />execution of this Agreement and said writing shall be attached and deemed fully incorporated as <br />a part hereof. Notice shall be sent by Consultant to CITY regarding any changes or modifications <br />to its board of directors and list of officers. <br />25D-32 <br />
