(dba Waste Management of Orange County), extending the <br />expiration date to June 30, 2020, with provision for a one-year renewal exercisable by the City <br />Manager and the City Attorney, and including the implementation of programs addressing the <br />unfunded legislative mandates in California State Assembly Bills 1826 and 341, .subject to <br />non -substantive changes approved by the City Manager and City Attorney. <br />2. Receive and file the new Solid Waste Services Request for Proposals Process Timeline, draft <br />Scope of Work, and draft Framework. <br />DISCUSSION <br />On October 3, 2017, City Council directed staff to complete negotiations of a short-term contract <br />extension with USA Waste of California, Inc. (dba Waste Management of Orange County). <br />These negotiations are now finalized and staff is recommending a two-year extension agreement <br />(Exhibit 1). <br />This short-term extension will give the City two years to complete the new RFP process. The <br />average solid waste RFP process, from development of the scope to contract roll-out, can take <br />approximately 16 months to complete, if there are no delays or complications. However, the <br />impact of the new commercial solid waste program roll-out in Los Angeles already has the <br />potential to delay the availability of new trash carts, bins, and trucks for Santa Ana.
