Approve a Two-year Solid Waste Agreement Extension <br />Receive and File RFP Timeline and Draft Scope of Work <br />October 17, 2017 <br />Page 3 <br />Pricing <br />Establishes rates for State mandate AB 1826 organics collection services. (See Exhibit <br />"C" Rates of Fifth Amended and Restated Agreement [Exhibit 1].) <br />• Establishes rates for State mandate AB 341 recycling collection services. (See Exhibit "C" <br />Rates of Fifth Amended and Restated Agreement [Exhibit 1].) <br />• Establishes a 1.12% surcharge for commercial and roll -off service in Year One, and a <br />2.64% surcharge in Year Two. This surcharge will recover program start-up costs for State <br />mandates AB 1826 and AB 341, including the education and outreach campaigns. <br />• Adjusts the Residential solid waste extra cart rate from $2 to $10 per month to encourage <br />recycling, while providing extra recycling (grey cart) and green waste carts (green cart) at <br />no charge. <br />• Establishes a Commercial Cart Rate for those businesses with limited space and/or <br />minimal solid waste collection needs. <br />• Establishes a Contamination Fee of $10 per occurrence for Residential customers, and <br />$50 per occurrence for Commercial customers, to encourage proper recycling, reduce <br />contamination, and achieve State mandate AB 939 waste diversion goals. Fees to be <br />assessed only after customer fails to adhere following three notifications (residential) or <br />two notifications (commercial), and verification. <br />NEW SOLID WASTE SERVICES RFP PROCESS <br />Staff anticipates the remainder of the RFP Process and new contract roll-out period to take <br />approximately 15 to 18 months. As such, staff is providing the attached Timeline (Exhibit 2),draft <br />Scope of Work (Exhibit 3), and draft RFP Framework (Exhibit 4), to ensure an open and <br />transparent process, and allow for discussion in advance of the full RFP coming forward for <br />future City Council consideration. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #4 — City Financial Stability, <br />Objective #1 (maintain a stable, efficient and transparent financial environment). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. However, increased recycling <br />activity will divert materials from the landfill, thus extending the life of the landfill system and <br />recovering valuable recyclable resources. <br />25F-3 <br />
