EXHIBIT 4 <br />SUCCESSOR AGENCY RESOLUTION NO. 2017-001 <br />A RESOLUTION OF THE SUCCESSOR AGENCY TO THE <br />COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF <br />SANTA ANA APPROVING A PURCHASE AND SALE <br />AGREEMENT BY AND BETWEEN THE SUCCESSOR AGENCY <br />AND MARIANNE P.. COVINGTON, RIDLEY J. POLITISKI AND <br />MICHAEL P. POLITISKI, AS TRUSTEES OF THE MARITAL TRUST <br />OF THE POLITISKI TRUST DATED DECEMBER 4, 2000 <br />WHEREAS, the Community Redevelopment Agency of the City of Santa Ana (the <br />"Redevelopment Agency") operated pursuant to Part 1 of Division 24 of the California <br />Health and Safety Code as a redevelopment agency and, in connection with its activities, <br />acquired certain property consisting of approximately 3,929 square feet designated as <br />APN 005-142-21 at 830 N. Parton Street (the "Successor Agency Property"); and <br />WHEREAS, by ABx1 26 enacted by the California Legislature during 2011 (the <br />"2011 Dissolution Act ), the California Legislative eliminated every redevelopment agency <br />within the State of California, including without limitation the Redevelopment Agency. <br />Provisions relating to the dissolution of redevelopment agencies were elaborated upon <br />by AB 1484, Chapter 26, Statutes of 2012 ("AB 1484" and, together with the 2011 <br />Dissolution Act, the "Dissolution Provisions"); and <br />WHEREAS, the Dissolution Provisions provide that a successor agency shall be <br />designated for each redevelopment agency to implement the dissolution of each such <br />redevelopment agency; the City of Santa Ana acting as the Successor Agency to the <br />former Community Redevelopment Agency of the City of Santa Ana has been designated <br />as the successor agency to the Redevelopment Agency (in such capacity, the "Successor <br />Agency"); and <br />WHEREAS, pursuant to the 2011 Dissolution Act, an oversight board ("Oversight <br />Board") has been established to oversee the wind-up of the activities of the <br />Redevelopment Agency; and <br />WHEREAS, in implementation of the Dissolution Provisions, and particularly in <br />connection with managing the disposition of properties formerly held by the <br />Redevelopment Agency that were not acquired with moneys from the Redevelopment <br />Agency's low- and moderate -income housing fund ("Non -Housing Properties"), the <br />Successor Agency prepared and submitted to the Oversight Board a long range property <br />management plan: such long range property management plan was approved by the <br />Oversight Board and the California Department of Finance (the "LRPMP"). The LRPMP <br />identifies the Successor Agency Property as property to be sold, with the net proceeds of <br />sale to be applied as provided in the LRPMP; and <br />Resolution 2017-001 <br />Page 1 of 5 <br />SA4-97 <br />
