City of Santa Ana CDBG Scope of Work <br />Program Year 2017-18 (July 1, 2017 -June 30, 2018) <br />Name of Organization Orange County Fair Housing Council (dba Fair Housing Council of Orange County) <br />Name of Funded Prograr Santa Ana Fair Housing Education, Counseling and Enforcement <br />Annual Accomplishment Goal <br />Unduplicated Participants anticipated to be served during the 12 -month contract period. <br />4,100 TOTAL 3,975 Santa Ana Participants 1 97%1 1 4010 Low Income Participants 98% <br />(930 H'holds) (900 H'holds) (910 H'holds) <br />Program and Funding Description <br />Fair housing education, counseling & enforcement services combined with landlord/tenant counseling will be provided <br />citywide to current or potential Santa Ana housing providers and consumers. Services will be provided largely via <br />telephone, e-mail and facsimile, with in-person and walk-in services provided as needed and appropriate. Some <br />program activities. mostly education and outreach, will occur at various sites within Santa Ana. Specific services are: <br />A. FAIR HOUSING ENFORCEMENT: - Respond to 15 or more allegations of discrimination of sufficient merit to open <br />a case file. We will address all allegations of housing discrimination made by current or potential Santa Ana <br />households. If fewer than 15 case files are opened, to compensate, we will perform paired, on-site audit tests of multi- <br />family housing, substituted on a one-for-one basis. <br />B. COMMUNITY EDUCATION: - Involvement in at least 25 Santa Ana education and outreach events, either <br />presentations or information tables, reaching over 375 heads of households. Distribute at least 2,000 pieces of <br />educational material or information packets. Offer a poster/essay contest within Santa Ana elementary schools. Hold <br />3 landlord workshops, with 2 in English and 1 in Spanish, and 10 tenant workshops, with 4 in English, 4 in Spanish <br />and 2 in Vietnamese. Conduct presentations on landlord -tenant and fair housing laws as requested by City staff of <br />elected officials. Provide training and technical assistance to City staff as well as to real estate agents, lenders, <br />apartment managers/owners, and other housing industry professionals. <br />C. LANDLORD/TENANT COUNSELING: Handle about 970 requests for service, from about 930 unduplicated <br />households comprised of about 4,100 people, addressing about 2,840 inquiries, disputes or issues. Most <br />discrimination occurs within the landlord/tenant relationship, so this service facilitates our primary goal by assisting in <br />uncovering possible housing discrimination. About 30% of the discrimination investigative caseload comes from <br />contacts that were initially present as landlord/tenant disputes or issues. We assist housing consumers and providers <br />in resolving questions and avoiding disputes over evictions, deposit returns, substandard conditions, and other <br />landlord/tenant matters. Staff members counsel housing consumers and providers about both their rights and <br />responsibilities. <br />D. CITY ADMINISTRATIVE SUPPORT: - Provide data collection, analysis and reporting to City of Santa Ana CDBG <br />administrators, as well as HUD auditors, as required. As requested we will assist in the preparation of fair housing <br />action plans, and will provide annual accomplishment data for inclusion in the City's Consolidated Annual <br />Performance and Evaluation Report (CAPER).
