H. The Consultant's work will be subject to inspections by representatives of the City, County, <br />State and FHWA. <br />I. Project progress <br />1. Meetings - Progress Review Meetings shall be held at intervals deemed appropriate by <br />the City (monthly). At or before each of these meetings, the Consultant shall furnish two <br />(2) copies of all completed or partially completed, plans, specifications and estimates <br />which have been developed or altered since the last Progress Review Meeting. <br />2. Progress Reporting - Progress Reports shall be submitted at monthly intervals, indicating <br />progress achieved during the reporting period in relation to the progress scheduled. The <br />Consultant shall provide the City with two (2) copies of the Progress Report at least four <br />(4) working days before the Monthly Progress Meeting. <br />3. Project Schedule -The Consultant shall prepare the project schedule in Microsoft Project <br />format utilizing the Caltrans Work Breakdown Structure (WBS). The project schedule <br />shall be updated on a regular basis and distributed at the meetings. The project schedule <br />should break the tasks and subtasks into WBS Level 7 details. <br />PAYMENT AND INVOICING: <br />Selected Consultant shall invoice the City based on time and material according to the City's <br />standard invoice template. Tasks and hours shall be clearly identified and all rates must match <br />those included in the approved agreement. City shall retain ten percent (10%) of the invoice <br />amount from each payment until the completed Project has been accepted by the City. <br />CONSULTANT RESPONSIBILITIES: <br />Consultant Audit and Review Process: Prior to awarding the contract, the selected Consultant <br />shall be subject to an audit or review by Caltrans' Audits and Investigations (A&I), other state <br />audit organizations, or the federal government. The selected Consultant shall complete Exhibit <br />10-K — Consultant Certification Contract Costs and Financial, in the Appendix of this RFP as <br />Attachment 4. <br />City of Santa Ana RFP 17-074 <br />Page Al -8 <br />
