REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 17, 2017 <br />TITLE: <br />APPROVAL OF AGREEMENT <br />TO APPOINT RAUL GODINEZ <br />Ac r1TV MANIAnFR <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1e Reading <br />❑ Ordinance on 2"" Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct and authorize the Mayor and the Clerk of the Council to execute the attached agreement <br />appointing Raul Godinez as the City Manager for the City of Santa Ana. <br />DISCUSSION <br />The City Charter Section 500 authorizes the City Council to appoint a City Manager. The City <br />Manager is the chief administrative officer of the City who, under the direction of the City Council, <br />is responsible for the proper administration of all affairs of the City. <br />Mr. Godinez is currently the Public Works Director for the City of Lynwood. Prior to that he was <br />the City Manager for the City of EI Monte, a position he held for two years. In that capacity he <br />oversaw a full service city with 292 employees, 8 departments and an annual operating budget of <br />$51 million. Prior to being appointed City Manager in EI Monte he served as the. Executive <br />Director of Public Works for the City of Santa Ana from 2009 through 2013. He also served as <br />the Director of the Public Works Agency for the City of Oakland from 2004 to 2009. All told'Mr. <br />Godinez brings 20 years of Public Administration experience to the position. In addition Mr. <br />Godinez serves as an elected official for 5 years. Mr. Godinez obtained his Bachelor of Science in <br />Civil Engineering from California State University Northridge in 1987. He is a member of the <br />International City/County Management Association and is fluent in Spanish. <br />The proposed, Employment Agreement, a copy of which is attached as Exhibit A, is the <br />agreement staff is recommending the Council approve to appoint Mr. Godinez as City Manager. <br />The agreement is for a three year period and pursuant to the Charter automatically renews <br />absent Council action to the contrary. The agreement provides for an annual salary of $285,000 <br />and other benefits as detailed in the contract. The estimated first year cost of the contract is <br />$513,206 and with an estimated cost of $513,206 in years two and three. A spreadsheet <br />detailing the cost is attached as exhibit B. <br />25H-1 <br />
