LS 9.11.17 <br />ORDINANCE NO. NS -2928 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AMENDING SPECIFIC DEVELOPMENT PLAN <br />NO. 4, PERTAINING TO THE ARMSTRONG RANCH <br />DEVELOPMENT, TO ALLOW TEMPORARY SALES <br />OFFICES, MODIFY THE PARKING STANDARDS AND <br />INCORPORATE DEVELOPMENT STANDARDS FOR A <br />SMALL LOT SUBDIVISION (SD -4) (ZOA NO. 2017-02) FOR <br />THE PROJECT AT 2001 W. MACARTHUR BOULEVARD <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana does hereby find, determine <br />and declare as follows: <br />A. Zoning Ordinance Amendment No. 2017-02 has been filed with the City of <br />Santa Ana to amend the Specific Development Plan No. 4 (SD -4) to allow <br />temporary sales offices, modify the parking standards and incorporate development <br />standards for a small lot subdivision within SD -4 located at 2001 W. MacArthur <br />Boulevard. <br />B. The Planning Commission of the City of Santa Ana held a duly noticed public <br />hearing on September 11, 2017, on Zoning Ordinance Amendment No. 2017-02 <br />and recommended that the City Council adopt an ordinance approving Zoning <br />Ordinance Amendment No. 2017-02. <br />C. The addition of temporary sales offices on the SD -4 parcel will allow the use of <br />temporary structures such as trailers as sales offices, thereby facilitating the sale of <br />single-family residences within the SD -4 project site. <br />D. The modification of the parking standards within the SD -4 development will align <br />the parking standards for single-family residences within this development with the <br />parking standards for single-family residences throughout the city. <br />E. The inclusion of small lot subdivision standards within the SD -4 district will <br />encourage the development of more affordable single-family dwellings within the <br />south central section of the city while remaining consistent with the general plan <br />designation of Low Density Residential. <br />F. This City Council, prior to taking action on this ordinance, held a duly noticed <br />public hearing on October 3, 2017. <br />G. The City Council also adopts as findings all facts presented in the Request for <br />Council Action dated October 3, 2017 accompanying this matter. <br />H. For these reasons, and each of them, Zoning Ordinance Amendment No. 2017- <br />02 is hereby found and determined to be consistent with the General Plan of the <br />Ordinance No. NS -2928 <br />Page 1 of 6 <br />
