City of Santa Ana CDBG Scope of Work
Program Year 2017-18 (July 1, 2017 -June 30, 2018)
Name of Organization ALBI
Name of Funded Program Active Learning Believe and Inspire
Annual Accomplishment Goal
Unduplicated Particiants anticipated to be served durinc the 12 -month dontract period.
118 TOTAL 118 Santa Ana Partici ants 1000/1 1 11 B Low Income Participants I 100%
Program and Funding Description
Service delivery levels will involve a commitment of at least 30 hours of classroom training, 6 hours of gang
prevention workshops, and 2 performances. A minimum of 6 parent workshops will be conducted, through the
Community Building Initiative (CBI) currently conducted at Delhi Center, which addresses safety concerns in the
neighborhood. This will serve to get parents involved in the CBI Resident Leadership Group and the Delhi
Neighborhood Association.
The target population includes at -risk Santa Ana youths, ages 6-17 and will be recruited based on two levels of
targeted prevention. 1) PRIMARY PREVENTION targets all youth living in a community where gangs are present.
Youth and teens living in the Delhi neighborhood qualify under this target group due to the recent increase in activity
demonstrated by the Delhi gang, including graffiti, shooting incidents, and the establishment of their very own
Facebook page used to promote the gang and recruit members. 2) SECONDARY PREVENTION targets high-risk youths
who have already displayed an elevated risk for gang membership but are not yet gang involved. An example of this
target population is a group of about 12 teens and their younger siblings who hang out in front of Delhi Center every
day after school on their skateboards, blasting music and impeding traffic. These children demonstrate the makings
of a pre -gang and are ripe for the picking by a gang or other negative influence. They have not yet joined a gang but
they are very likely to confront the decision of whether to join a gang or not, as they represent a pool of candidates
for future Delhi gang membership. Further, our sister organization, Active Learning, has over 17 years working in the
Santa Ana Unified School District, providing enrichment services for all the elementary and middle schools. The
Program Coordinator will use this opportunity to recruit youths that are on the waiting list or are unable to attend
the after-school programs offered by the district.
Schedule of Performance
Unduplicated Estimated
Participants Invoicing
Quarter 1: JUL 1 - SEP 30 29 $ 14,169
Quarter 2: OCT 1 - DEC 31 30 $ 14,170
Quarter 3: JAN 1 - MAR 31 30 $ 14,170
Quarter 4: APR 1 -JUN 30 29 $ 14,170
118 $ 56,679
Exhibit A
