REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 7, 2017 <br />TITLE: <br />APPROVE SUBSTANTIAL AMENDMENT <br />TO 2017-2018 ANNUAL ACTION PLAN FOR <br />ALLOCATION OF COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUNDS <br />(STRATEGIC PLAN NO. 5) <br />• <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 n Reading <br />❑ Ordinance on od Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve a Substantial Amendment to the 2017-2018 Annual Action Plan for the allocation of <br />Community Development Block Grant funds, and authorize its submission to the U.S. Department <br />of Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its Regular Meeting on October 25, 2017, by a vote of 6:0 (De Leon absent), the Community <br />Redevelopment and Housing Commission conducted a public hearing and recommended that the <br />City Council approve a Substantial Amendment to the 2017-2018 Annual Action Plan for the <br />allocation of Community Development Block Grant funds, and authorize its submission to the <br />U.S. Department of Housing and Urban Development. <br />DISCUSSION <br />In June 2017, the City submitted an Annual Action Plan for fiscal year 2017-2018 to the U.S. <br />Department of Housing and Urban Development (HUD). The Annual Action Plan is the document <br />whereby the City formally applies to HUD for the annual Community Development Block Grant <br />(CDBG), HOME Investment Partnerships Grant (HOME), and Emergency Solutions Grant (ESG) <br />allocations, and describes how those grant funds will be utilized. Since the approval of the Annual <br />Action Plan, new priority park projects have been identified for the use of $2,000,000 of CDBG <br />program income generated by the sale of real property located at 1232 S. Bristol Street. <br />On September 19, 2017 the City Council approved an amendment to the Fiscal Year 2017-18 <br />Seven Year Capital Improvement Program (CIP) to include the following priority park projects in <br />the amount of $2,000,000: <br />• Centennial Park security lighting in the amount of $450,000 <br />• Centennial Park walkway improvements in the amount of $430,000 <br />• Thornton Park parking lot renovation in the amount of $220,000 <br />21A-1 <br />
