Zoning Ordinance Amendment No. 2017-04 <br />October 23, 2017 <br />Page 5 <br />Public Notification <br />The proposed amendments are citywide and the project site is not located within the boundaries of <br />one single neighborhood association. Public outreach and notification of the proposed changes to the <br />ordinance was conducted in various manners. Staff held a community meeting with community <br />groups and neighborhood association members from various districts throughout the _city irr November <br />2016. Staff also met with`Community Linkage Forum"(ComLink) in August and,September2017 to <br />discuss the proposed amendments. Further, staff communicated .the proposed changes via phone to <br />various members of the,community and held_a "meeting with housing advocacy'groups to discuss'the, <br />proposed changes. Comments from these meetings will be: summarized and presented to the <br />Planning Commission at the scheduled public hearing. In addition, a notice was published in the <br />Orange County Reporter. At the time of'this printing, electronic correspondence pertaining to the <br />proposed changes has been received from various members of the public and is included with this- <br />staff <br />hisstaff report (Exhibit 5). <br />CEQA Compliance <br />In accordance with the California Environmental Quality Act (CEQA), the recommended action is <br />exempt from CEQA per Section 15282(h) of the CEQA "Guidelines. This exemption applies to the <br />adoption of,an ordinance regarding second 'units to implement the provisions of Sections 65852:1 <br />and 65852.2 of the Government Code. Statutory Exemption No. ER 201.7-129 will be filed for this <br />project. <br />Strategic Plan Alignment <br />Approval of these items supports the City's efforts to meet Goal No. 5 (Community Health, Livability, <br />Engagement & Sustainability), Objective No. 3 (facilitate diverse housing opportunities and support <br />efforts to preserve and improve the livability of Santa Ana neighborhoods). <br />Conclusion <br />The proposed action would amend several sections of the Santa Ana Municipal Code.
