Councilmember Sarmiento, asked that service providers offer services in their <br />respective cities; County of Orange is vested with the right to address the social <br />service homeless population issues because they receive federal funds from <br />the Housing Urban Department. <br />City Attorney Carvalho, noted that amendment will include discretion of officer <br />to cite as misdemeanor or infractions. <br />Councilmember Tinajero, noted that City has invested significant amount of <br />money for affordable housing programs. <br />Interim City Manager Kurtz, indicated that County could designate 1000 beds at <br />former Tustin Marine Base for housing, but instead Board of Supervisors <br />approved land for commercial development. <br />Councilmember Solorio, provided housing statistics; services needed including <br />jobs and housing; Needle Exchange Program should be offered in other cities; <br />safety for all; supports ordinance. <br />Councilmember Villegas, commented that Needle Exchange Program has had <br />success story; continue to advocate for safety. <br />Mayor Pulido, noted that City has done more than any other City as it relates to <br />homeless; supports amended ordinance. <br />Interim City Manager Kurtz, housing first model and emergency funds will be <br />considered at next meeting and working with WISE Place and Illumination <br />Foundation to provide housing. <br />MOTION: Place amended ordinance on second reading and adopt. <br />ORDINANCE NO.
