Substantial Amendment to 2017-2018 Annual Action Plan <br />November 7, 2017 <br />Page 2 <br />• Birch Park fence installation in the amount of $120,000 <br />• Santa Ana Senior Center HVAC system upgrade in the amount of $70,000 <br />• Saddleback View Park security lighting in the amount of $200,000 <br />• Madison, Windsor, Jerome, Chepa's, Santa Anita, and Memorial Parks security cameras in <br />the amount of $510,000 <br />A Substantial Amendment to the 2017-2018 Annual Action Plan (Exhibit 1) is necessary to <br />recognize the CDBG unallocated program income in the amount of $2,000,000 and incorporate <br />the priority projects into the Annual Action Plan. The draft amendment was available from <br />October 7, 2017 to November 7, 2017 for HUD's required 30 -day public comment period. A public <br />notice was published on October 7, 2017 in the Orange County Register in English, La Opinion in <br />Spanish and the Ngoi Viet in Vietnamese to inform the public of the commencement of the 30 -day <br />public comment period and public hearing. Comments received will be included in the final <br />submission of the Substantial Amendment to HUD. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal # 5 - Community Health, Livability, Engagement <br />& Sustainability, Objective # 1 (Establish a comprehensive community engagement initiative to <br />expand access to information and create opportunities for stakeholders to play an active role in <br />discussing public policy and setting priorities). <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action <br />R bert M.
