REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 21, 2017 <br />TITLE: <br />RECEIVE AND FILE BYLAWS FOR THE <br />YOUTH, EDUCATION AND COMMUNITY <br />SERVICES COUNCIL COMMITTEE <br />(STRATEGIC PLAN NO. 5,,5C) <br />C Y MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 151 Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the amended Bylaws for the Youth, Education and Community Services Council <br />Committee. <br />YOUTH, EDUCATION AND COMMUNITY SERVICES COUNCIL COMMITTEE <br />At the regular Youth, Education and Community Services Council Committee meeting on October <br />23, 2017 the committee Members approved the amended bylaws by a vote of 2-0 (Benevides <br />arrived later) to amend the duties of the committee. <br />DISCUSSION <br />The attached bylaws (Exhibit 1) are amended to include City produced special events to the <br />policy matters that are to be considered by the committee. The committee shall be able to <br />receive input from staff, citizens, and other groups regarding City produced special events, as <br />well as, provide input and recommendations regarding the implementation of policy related to <br />such matters. As an example of this new scope for this committee, at their October 23 meeting <br />they provided feedback to staff regarding the Request for Proposal from private event producers <br />for the Fiestas Patrias 2018 event. As a follow up, the City Council has a request for council <br />action to release this RFP at their November 21, 2017 Council meeting. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #5 — Community Health, Livability, Engagement <br />& Sustainability, Objective #5 (Promote a strong arts and culture infrastructure), Strategy C <br />(Promote arts and culture by partnering with artist groups and merchants to hold events <br />celebrating art in public plazas, parks and other City -controlled open space.). <br />19F-1 <br />
