Exhibit 1 <br />FIRST AMENDMENT TO EMERGENCY SOLUTIONS GRANT <br />SUBRECIPIENT AGREEMENT BETWEEN THE CITY OF SANTA ANA AND <br />ILLUMINATION FOUNDATION <br />(24 CFR Parts 91 and 576) <br />THIS FIRST AMENDMENT TO THE EMERGENCY SOLUTIONS GRANT AGREEMENT is <br />entered into this —day of November, 2017, by said between the City of Santa Ana, a charter city and <br />municipal corporation of the State of California ("City"), and ILLUMINATION FOUNDATION, a <br />California nonprofit organization ("Subrecipient'). <br />RECITALS <br />A, On -June. 22, 2017, the City entered into an Emergency Solutions Grant Subrecipient Agreement <br />#A-2017-072-03 with Illumination Foundation to provide Emergency Funds from the United <br />States Department of Housing and urban Development (HUD) to be used in the operation of an <br />emergency solution program for the homeless or at risk of homelessness of the City of Santa <br />Ana ("said Agreement'). <br />B. In accordance with the terms and conditions of said Agreement, the parties desire to amend to <br />increase funds to the Subrecipient, which need to be spent by June 30, 2018. <br />NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the <br />terns and conditions of said Agreement, except as herein modified, the parties agree as follows: <br />1. Paragraph 5, shall be amended to increase funding to Subrecipient by $60,975.81, which <br />includes: $21,000 in additional Street Outreach funds for a total of $67,000; $7,976 in new <br />Shelter funds; and, $32,000 in additional Rapid Re -housing funds for a total of $77,000. The <br />new total sum shall not exceed $207,129.81 in grant funding. <br />2. Section I, subsection A, shall be amended to add the specific tasks required of the additional <br />funds to target and house individuals directly from the Plaza of the Flags. The program focus <br />and goals are to stabilize individuals with wrap-around case management services, provide <br />bridge housing and/or shared housing assistance and seek permanent housing, as detailed in <br />the Scope of Services attached hereto as Exhibit A and incorporated herein by reference. <br />3. Section HI, shall be, amended to increase funding to Subrecipient by $60,975.81, for a total <br />sura not to exceed $207,129.81. Subrecipient's new budget for these additional funds is <br />attached hereto as Exhibit B and incorporated herein by reference, <br />4, Except as hereinabove modified, the terms and conditions of said Agreement remain unchanged <br />and in full force and effect. <br />25A-3 <br />
