Award a Construction Contract <br />Santa Ana Zoo Ocelot Exhibit (Project No. 132636) <br />July 1, 2014 <br />Page 2 <br />ocelots from threatened extinction. On July 15, 2013, City Council approved a funding agreement <br />accepting $350,000 in grants and contributions from FOSAZ to develop the ocelot exhibit. <br />The project specifications identified a base scope of work to build a holding facility and one habitat <br />area. Four additional alternative scopes of work were bid to build a second habitat area, interior <br />caging, walkways fencing, furniture, landscaping, and irrigation. Although the available <br />construction funding was greater than consultant architect's construction cost estimate to build the <br />entire exhibit, staff was concerned that the bids may be higher than estimated. <br />Therefore, the project bid instructions specified that the successful bidder would be determined by <br />the lowest base scope bid. The Public Contract Code Section 20103.8 (Exhibit 2) specifies how <br />the lowest responsive bidder is determined and the amount of the contract awarded.
