There were no speakers and the <br />Hearing closed. <br />Councilmember Benavides, noted that staff report indicates that this item <br />is being recommended at the request of the applicant. <br />Housing Division Manager, Judson Brown, noted that applicant submitted <br />request. <br />City Manager Godinez, noted that matter agendized by former Interim City <br />Manager Kurtz; initial review will not work if City does not contribute <br />financially, thus City not in the position to recommend matter for approval, <br />but agendized as a courtesy; entitlement have not been granted. <br />Mayor Pro Tem Martinez, suggested continuance to review financial <br />analysis by Keyser Marsten and allow staff to review gap financing. <br />CITY COUNCIL MINUTES 18 NOVEMBER 7, 2017 <br />
