NOES: None (0) <br />ABSTAIN: Pulido, Sarmiento (2) <br />ABSENT: None (0) <br />Placed on first reading at the October 17, 2017 City Council meeting and <br />approved by a vote of 4-0 (Pulido and Sarmiento abstained; and Martinez <br />absent) <br />Mayor Pro Tem Martinez, asked how Chapter 4 commercial cannabis will <br />apply to rules and offering guidelines to medicinal cannabis, if other rules <br />and operating guidelines will have to be complied with and if it would apply <br />to delivery services for medicinal and adult use cannabis operators. <br />City Manager Godinez, indicated that ordinance allows for existing <br />dispensaries that are approved for medicinal cannabis will be eligible to <br />sell for adult use without having to go through a competitive process. <br />City Attorney Carvalho, noted retail adult cannabis will have to comply with <br />the same standards as the medicinal cannabis operators and not any <br />different. <br />Councilmember Benavides, asked if existing medicinal dispensaries would <br />be required to go through a retail application and if permits would be <br />increased to create opportunities for others. <br />City Attorney Carvalho, stated that a retail application will be required and <br />a verification will be performed to ensure they are in compliance with <br />Chapter 18 and that there will be ten additional the merit based criteria <br />would apply to. <br />MOTION: Receive and file. <br />ORDINANCE NO.
