1. Approve an appropriation adjustment. (Requires five affirmative <br />votes) <br />APPROPRIATION ADJUSTMENT NO. 2018-040 - Recognizing <br />Office of Traffic Safety (OTS) Public Education on Bicycle Safety <br />grant funds in the amount of $75,000 into the OTS -PWA Traffic <br />Safety Grants revenue account and appropriate the same in the <br />OTS -Bicycle Safety PWA expenditure account. <br />2. Authorize the City Manager and Clerk of the Council to execute an <br />agreement (PS18029) with the State of California Office of Traffic <br />Safety for a one-year period covering the Federal fiscal year from <br />October 1, 2017, through September 30, 2018, for Pedestrian and <br />Bicycle and Safety Program funds in an amount not to exceed <br />$75,000, subject to nonsubstantive changes approved by the City <br />Manager and City Attorney (AGMT. No. 2017-308). <br />3. Authorize the City Manager and the Clerk of the Council to <br />execute an agreement with Neighborhood Housing Services of <br />Orange County, Inc. dba NeighborWorks Orange County to <br />provide bicycle safety education services, for the period <br />beginning November 21, 2017, and ending September 30, 2018, in <br />an amount not to exceed $75,000, subject to nonsubstantive <br />changes approved by the City Manager and City Attorney (AGMT. <br />No. 2017-309). <br />Mayor Pro Tem Martinez, requested staff to clarify if property was surplus <br />property. <br />Assistant Public Work Agency, William Galvez, noted that property is not <br />surplus. <br />Mayor Pro Tem Martinez, opined the commitment to public resources and <br />its use for the public benefit is their responsibility. <br />Councilmember Benavidez, suggest staff develop a process in disposing <br />of property. <br />CITY COUNCIL MINUTES 15 NOVEMBER 21, 2017 <br />10A-15 <br />
