11.5 When there is a need to discuss matters relating to employee insurance and the City <br />believes it would be beneficial to involve an Insurance Committee, the Union shall have <br />an equal number of representatives as the City on such a committee to meet as necessary. <br />11.6 Retirement Health Savings Plan (RHS). <br />The Medical Retirement Subsidy Plan was dissolved by agreement between the parties <br />during the 2015-2017 MOU term. <br />A. The City amended the contract with ICMA -RC to allow SEIU members to <br />participate in the "Vantage Care" Retirement Health Savings Plan effective January 1, <br />2016. The City and Union agree to the following elements: <br />1. 1.25% of base pay will be deposited into employees' individual RHS accounts each <br />pay period. Effective upon adoption of this MOU an additional .25% of base pay, for a <br />total of 1.5%, will be deposited into employee's individual RHS accounts each pay <br />period. <br />2. Upon an employee's termination of employment with the City, their eligible sick <br />leave balances will be directed into the individual' s RHS account based on the criteria <br />in Article 10.1 K (Payment of Unused Sick Leave) of this MOU, and the Employer <br />VantageCare Retirement Health Savings ("RHS") Plan Adoption Agreement based on <br />the plan guidelines as determined by SEIU) to provide the employee and his or her <br />designated eligible dependents, if any, with benefits under any health insurance program <br />including, but not limited to, the program maintained by the City. <br />3. Upon retirement, the balance of an employee's sick leave accrual after eligible RHS <br />payments are made, will be converted into CalPERS Service Credit. <br />11.7 Vision Plan. The City shall offer a vision plan for employees covered by this MOU. All <br />premium costs shall be paid by the employee through payroll deductions. <br />47 <br />25B-49 <br />
