ARTICLE XVIII <br />18.0 UNION RIGHTS <br />18.1 Release Time for Union Representatives. The Union shall have the right to appoint/elect <br />a reasonable number of representatives who are recognized by the City as officers or work <br />site leaders/stewards. <br />A. Such reasonable number of work site leaders/stewards recognized by the City shall <br />be limited to eighteen (18). <br />B. The City's Employee Relations Manager shall be provided with a list of names and <br />classification titles of the Union's officers as set forth in the Santa Ana City <br />Employees, Chapter 1939/Service Employees International Union Local 721 <br />Bylaws, as well as the names and classification titles of all work site <br />leaders/stewards and other Union representatives. The Union agrees to inform the <br />City in writing of any changes in said list within ten (10) calendar days of date of <br />change. <br />C. During the term of this MOU, the City agrees to grant a reasonable amount of City <br />time, without loss of pay or benefits, to enable the officers and worksite <br />leaders/stewards to assist other bargaining unit employees in processing grievances <br />under the Grievance Review Procedure. <br />Officers and worksite leaders/stewards shall make advance arrangement with their <br />supervisors prior to absenting themselves for such purpose. <br />The officers and worksite leaders/stewards shall be required by the City to record <br />and report to their supervisors the work time spent in assisting other bargaining unit <br />employees pursuant to this provision of the MOU. <br />Any unauthorized or unapproved time used by worksite leaders/steward, officers to <br />investigate, discuss, process or meet in conjunction with pursuing a grievance or <br />complaint shall be charged to that employee's vacation or comp time leave bank. <br />The Union shall limit the number of officers or worksite leaders who participate in <br />the investigation or appear at hearings on City time to one representative and a <br />Board member. <br />D. Union Business Leave Time. In addition to the above time officers and worksite <br />leaders/stewards shall be granted three hundred (300) hours per fiscal year. <br />The purpose of this additional three hundred (300) hours per fiscal year shall be to <br />enable the officers and worksite leaders/stewards to participate in union activities <br />which may include conventions, seminars and meetings that are otherwise not <br />covered by this MOU.
