Johnson and Ann C. Johnson, Trustees of the Johnson Family Trust, for the <br />structure located at 927 West Twentieth Street, subject to non -substantive changes approved by <br />the City Manager and City Attorney. <br />HISTORIC RESOURCES COMMISSION ACTION <br />On November 9, 2017, the Historic Resources Commission recommended by a vote of 7:0 <br />(Nguyen absent) that the City Council authorize the City Manager and Clerk of the Council to <br />execute the attached Mills Act agreement with Timothy M. Johnson and Ann C. Johnson, <br />Trustees of the Johnson Family Trust, for the structure located at 927 West Twentieth Street, <br />subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />In September 2014, the City Council adopted Resolution No. 2014-050 to temporarily reduce <br />fees for a Historic Property Preservation Agreement by 50 percent and waive the fee for private <br />party nominations of properties to the Santa Ana Register of Historical Properties. The fee <br />reduction program was approved for a period of one year and was intended to encourage and <br />promote historic preservation. In August 2015, City Council adopted Resolution No. 2015-039 to <br />extend the fee reduction program until August 4, 2017. City Council did not reauthorize the <br />waiver and temporary reduction of certain Historic Application fees. Thus, as of August 4, 2017 <br />the Historic Listing Application fee of $5,597.24, and the Mills Act Application fee of $4,257.40 <br />were reinstated. City staff will be conducting a survey of other City historic programs and related <br />fiscal impacts, and providing City Council with recommendations to modify Santa Ana's Historic <br />Preservation Program practices in the early 2018. This action allows for the approval of a <br />Historic Property Preservation Agreement (Mills Act Contract) which provides a potential property <br />tax reduction allowing the property owner to reinvest the tax savings into the maintenance of,the <br />25G-1 <br />
