This project entails applying the selection criteria established In <br />Chapter 30 of the Santa Ana Municipal Code (Places of Historical and Architectural Significance) to <br />determine if this structure is eligible for historic designation to the Santa Ana Register of Historical <br />Properties. The first criterion for selection requires that the structures be 50 or more years old. <br />The structure Identified meets the minimum selection criteria for inclusion on the Santa Ana Register <br />of Historical Properties pursuant to criteria contained in Section 30-2 of the Santa Ana Municipal <br />Code as the property is 61 years old and is a good example of period architecture. No known code <br />violations exist on record for this property. <br />The property, recognized as the E. A. Swanson House, is located within the West Floral Park <br />neighborhood boundaries and has distinctive architectural features of the Ranch Style. The residence <br />was built In 1956 by notable builder Roy Russell. West Floral Park acquired its current identity as a <br />neighborhood of expansive, California Ranch Style houses in the years following 1947. Development <br />started ,slowly, with around two dozen homes being built on Baker, Olive, Towner, and Westwood <br />Streets between 1947 and 1950. Construction boomed during the 1950s and 1960s. West Twentieth <br />Street began to be developed circa 1956-1962, according to listings in the city directories at the time. <br />One builder In particular has come to be associated with West Floral Park: Roy Rodney Russell. The <br />son of Roy Roscoe Russell, who developed much of Victoria Avenue in Floral Park, Roy Rodney <br />Russell formed a partnership with his father, called Roy Russell and Son, Builders, in 1945. They <br />began building homes on speculation, usually around 15 or 20 each year. Following the death of his <br />father in 1965, Roy Rodney Russell continued to build, mostly custom homes and many of them In <br />West Floral Park. <br />Character defining features of the E. A. Swanson House that should be preserved include, but may not <br />be limited to: materials and finishes; one -and -a -half story height; asymmetrical facade; side -gabled <br />roof (including configuration, intersecting front gables, detailing such as exposed rafters); exterior <br />materials (wood and brick); entry porch (configuration, materials, front door, details such as turned <br />wood column); fenestration (horizontal, multi -light, metal -framed windows); shed -roof canopies over <br />side entry and window; and front walkway, including brick stairs to porch (Exhibit 2). It is <br />recommended that the house be designated to the Santa Ana Register of Historical Properties and <br />categorized as "Contributive" because it "contributes to the overall character and history" of West <br />Floral Park and "is a good example of period architecture" as an intact example of the Ranch Style. <br />Mills Act Agreement <br />Ordinance No. NS -2382 authorized the Historic Resources Commission to execute Historic Property <br />Preservation Agreements (HPPA), commonly known as Mills Act agreements for eligible properties <br />(Exhibit 3). To be eligible for the Mills Act, the property must be listed on the Santa Ana Register of <br />Historical Properties. The Historic Resources Commission Application and Historic Register <br />Categorization actions proposed for this site authorize the listing of the property on the local register. <br />25G-4 <br />
