REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 5, 2017 <br />TITLE: <br />AGREEMENT WITH CALIFORNIA <br />FORENSIC PHLEBOTOMY FOR BLOOD <br />TECHNICIAN SERVICES <br />(STRATEGIC PLAN NO.1, 1F) <br />g&y�y� <br />0 <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s` Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a one year agreement with <br />California Forensic Phlebotomy, for the period of November 21, 2017 through November 20, <br />2018, to perform blood related technician services, in an amount not to exceed $84,000, subject <br />to non -substantive changes approved by the City Manager and City Attorney. <br />California Forensic Phlebotomy (CFP) is the current provider of blood and breath technician <br />services for all Orange County law enforcement agencies. These technicians are responsible for <br />drawing blood in a medically approved manner, retaining these items through an evidentiary <br />approved process and relinquishing them to the Orange County Crime Lab for analysis. The <br />Santa Ana Police Department has utilized CFP since 1992 and has confirmed it remains the sole <br />source provider for this service in Orange County (Exhibit 1). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #1 Community Safety, Objective #1 <br />(Modernize the Community Policing philosophy to improve customer service, crime prevention <br />and traffic / pedestrian / bicycle safety), Strategy F (Enhance the Police Department's community <br />policing philosophy to balance both traditional policing and problem solving strategies to address <br />and reduce violent, property and gang related crimes.) <br />25N-1 <br />
