Proposal Evaluation Process <br />SECTION 6 - PROPOSAL EVALUATION PROCESS <br />This section describes the proposed process for evaluating proposals and selecting the collection <br />contractor. Section 6.1 describes the evaluation process for the contract award recommendation to the <br />City Council. Section 6.2 presents the evaluation criteria. Note that the City reserves the right to modify <br />this process in any way and at any time during the RFP and contractor selection process. <br />6.1.1 Evaluation and Selection Process <br />A detailed evaluation of the proposals will be conducted and interviews will be <br />conducted. A comparative description of the proposals and evaluation results will be <br />prepared. The evaluation and recommendation will be presented to City Council. The <br />City Council will review the recommendation and approve that recommendation or <br />form an alternative recommendation. <br />6.1.2 Evaluation Tasks <br />The following tasks will be completed as part of the evaluation process. <br />• Review of all proposals received for compliance <br />• Analysis of financial capabilities of companies <br />• Reference checks <br />• Evaluation of reasonableness and competitiveness of cost proposals <br />• Request for clarification information from the Proposer <br />• Rating of proposals using a quantitative method based on the criteria presented in <br />Section 6.2 <br />• Ranking of proposals using the established evaluation criteria <br />• Preparation of a report including the comparative summary of proposals, the <br />evaluation results and rankings <br />During the process, Proposer will be required to attend any interviews, allow site visits, <br />and give presentations to the City if requested and as applicable. <br />Proposals will be numerically scored and ranked using the criteria and weighting described in <br />this section. The scores assigned will reflect the extent to which criteria is fulfilled relative to <br />other proposals. <br />The evaluation criteria and maximum score that can be achieved for each criterion is presented <br />in Table 6-1. <br />DRAFT RFP for Franchised Collection Services 11/28/17 Page 40 <br />65A-57 <br />
