Public Hearing - Addendum to the FEIR/FEIS <br />Bristol Street/Memory Lane Intersection Improvement <br />December 5, 2017 <br />Page 2 <br />• The ROW width would be increased from 100 feet to 111 feet. <br />• The street section width would be increased from 84 feet to 95 feet. <br />• The ROW acquisition does not result in building nor property modifications. <br />A resolution approving the Addendum to the FEIS/EIR (Exhibit 3) is needed to allow expenditure of grant <br />funding for ROW acquisition and construction of the project. Staff recommends that the City Council adopt <br />the resolution in accordance with the CEQA requirements. <br />According to Community Commercial (C1) and Specific Development 27 (SD27) zoning requirements of the <br />three impacted properties, the current standard setback is 15 feet. If the recommended acquisitions take <br />place, the setback for two of the properties will be less than standard at three pinch point locations (Exhibit <br />4); two created by roof overhang setbacks of 12 feet and 14 feet, and a third location where a small balcony <br />shielded by landscaping and vegetation is setback 11 feet. In accordance with Municipal Code Section 41- <br />781, the City may acquire property for public improvements which may result in non-standard setbacks if <br />approved by the City Manager in consultation with the City Council. Since these setback variances are <br />minor and since project costs are reduced from minimized ROW acquisitions, staff requests authorization <br />from the City Manager to approve the nonstandard landscape setback. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & Infrastructure, <br />Objective #1 (establish and maintain a Community Investment Plan for all City assets), Strategy G (develop <br />and implement the City's Capital Improvement Program in coordination with the Community Investment and <br />Deferred Maintenance Plans for Bristol Street widening. <br />ENVIRONMENTAL IMPACT <br />In 1990, City Council approved the Bristol Street Final Environmental Impact Statement/Environmental <br />Impact Report (FEIS/EIR No. 89-01). Due to several minor design modifications, an addendum to the <br />FEIS/EIR has been prepared.
