ENVIRONMENTAL IMPACT REPORT ADDENDUM <br />Bristol Street and Memory Lane Intersection Improvements - Project No. 17-6883 <br />Certified 1990 FEIS/EIR Mitigation Measures: No 1990 FEIS/EIR mitigation measures are applicable <br />Mitigation Measures: No additional mitigation measures are required. <br />b) Result in substantial soil erosion or the loss of topsoil? <br />Exposure of barren rock and soil surfaces during construction would result in soil erosion. However, considering <br />the slight gradient, the anticipated erosion impact would be nominal. The proposed Project would not result in <br />greater impacts than previously analyzed in the 1990 FEIS/EIR. <br />Certified 1990 FEIS/EIR Mitigation Measures: <br />C-2 Straw or other suitable materials will be placed over uncovered soils, as needed, during street <br />construction activities. This would reduce the amount of erosion. <br />Mitigation Measures: No additional mitigation measures are required. <br />C) Be located on a geologic unit or soil that is unstable, or that would become unstable as a result of <br />the project, and potentially result in air or off-site landslide, lateral spreading, subsidence, <br />liquefaction or collapse? <br />The 1990 FEIS/EIR indicated that there are no instances of undisturbed, natural soils. The Project site located in an <br />area identified as having high to medium subsidence for liquefaction. However, the Project area is fully developed <br />with urban uses within the City of Santa Ana and the proposed Project would be constructed in accordance with the <br />standards of the Uniform Building Code (UBC). Implementation of 1990 FEIS/EIR mitigation measure B-2, to <br />replace surface level structures with structures that have extensive subsurface footings that reach stable material <br />would reduce any structural impacts from ground failure to less than significant. The proposed Project would not <br />create greater impacts than previously analyzed in the 1990 FEIS/EIR. <br />Certified 1990 FEIS/EIR Mitigation Measures: Refer to 1990 FEIS/EIR Mitigation Measure B-2. <br />Mitigation Measures: No additional mitigation measures are required. <br />d) Be located on expansive soil, as defined in Table 18-1-B of the Uniform Building Code (1994), <br />creating substantial risks to life or property? <br />The proposed Project would not include construction of any habitable structures nor would the Project increase the <br />number of persons at the Project site. Thus, the proposed Project would not create substantial risks to life or <br />property and the proposed Project would not create greater impacts than previously analyzed in the 1990 FEIS/EIR. <br />Certified 1990 FEIS/EIR Mitigation Measures: Refer to 1990 FEIS/EIR Mitigation Measure B-2. <br />Mitigation Measures: No additional mitigation measures are required. <br />e) Have soils incapable of adequately supporting the use of septic tanks or alternative waste water <br />disposal systems where sewers are not available for the disposal of waste water? <br />The proposed Project would not generate any sewage or wastewater and would not require installation of any septic <br />tanks or alternative wastewater systems. No impacts are anticipated in this regard and the proposed Project would <br />not create greater impacts than previously analyzed in the 1990 FEIS/EIR. <br />Certified 1990 FEIS/EIR Mitigation Measures: No 1990 FEIS/EIR mitigation measures are applicable. <br />Mitigation Measures: No additional mitigation measures are required. <br />Draft I November 2017 3-11 Environmental Consequences <br />75A-40 <br />
