25K.- __ _ _ AGREEMENT TO PROVIDE HOUSING FOR FEDERAL PAROLEES AND <br />INMATES {STRATEGIC PLAN NO. 1, 4A}-- Police Department <br />The following spoke on the matter: <br />• Daisy Ramirez, Jails Project Coordinator for American Civil Liberty <br />Union Foundation of Southern California, expressed concern to expand <br />jail related contracts before the jail reuse study finalized. <br />• Roberto Herrera, opposed to City expanding services; limits and <br />predetermines the use of the jail regardless of the jail reuse study; <br />requested City Council not approved the agreement. <br />Council discussion ensued. <br />Mayor Pro Tem Martinez, noted City Council instruction to staff to proceed <br />with reuse study and questioned why Bureau of Prison agreement is being <br />moved forward. <br />City Manager Godinez, clarified agreement is limited to three years and is <br />a routine renewal agreement. Noted implementation of recommendations <br />of reuse study would take some time and Bureau of Prison agreement <br />would not conflict with reuse implementation. <br />Mayor Pro Tem Martinez, opined City of Santa Ana should not be in the jail <br />business. <br />Councilmember Sarmiento, noted some agreements are multi-year <br />agreement, asked City Attorney Sonia Carvalho to configure agreements to <br />allow for an 'opt -out' clause, and expressed desire to keep options open. <br />Assistant to the City Manager Jorge Garcia noted three year agreement <br />does have an exit provision both parties can exercise. <br />Councilmember Solorio, expressed support for reentry services, noted <br />compensation per inmate is one hundred and five dollars per day, and <br />asked if there is a minimum occupancy guarantee. <br />Assistant to the City Manager Garcia, commented Bureau of Prison does <br />not have a minimum occupancy guarantee and noted BOP is traditionally <br />the smallest consistent contract. <br />Councilmember Villegas, commented agreement would buy time before <br />reuse study is completed and expressed support for contract. <br />Councilmember Benavides, expressed support, reiterated goal to eliminate <br />prison contracts, and voiced support to introduce a use that will provide a <br />greater benefit that aligns with the values of the community and city. <br />CITY COUNCIL MINUTES 14 DECEMBER 5, 2017 <br />1OB-14 <br />
