ANNUAL REVIEW OF COUNCIL COMMITTEES —ADOPT RESOLUTION <br />TO AFFIRM COMMITTEES AND SET POLICY ON MEMBERSHIP, <br />APPOINTMENT OF MEMBERS, AND APPROVAL OF 2018 CALENDAR <br />OF STANDING MEETINGS {STRATEGIC PLAN NO. 5, 1) — Clerk of the <br />Council <br />Councilmember Sarmiento, commented on reconfiguring committees, <br />different models to look at, and composition of committees. <br />City Attorney Carvalho, noted City Council may consider changing titles or <br />create additional Council Committees, and continued efforts in developing <br />committee practices guidelines. <br />Clerk of the Council Huizar, noted resolution before City Council is to <br />confirm current committees, appoint members, and approve proposed 2018 <br />calendar. <br />Mayor Pro Tem Martinez, noted her comments on how committees function, <br />inclusion into resolution, and time frame to present to City Council with <br />proposal. <br />Councilmember Solorio, expressed support on item, noted every committee <br />is staffed by different people and operates differently, and requested to be <br />removed from the Legislative Affairs Committee. <br />Councilmember Villegas, asked if serving on Council Committee is <br />required. <br />Councilmember Benavides, discussed challenges with number of <br />committees each Councilmembers serve on and impact of Brown Act. <br />Requested City Attorney and staff to present City Council with possible <br />ways to organize committees and potential policies when pulling agenda <br />items. <br />City Attorney Carvalho, noted Committees are formal legislative bodies <br />under the Brown Act, challenges in creating formal agendas, continued <br />efforts to study issue, formulating recommendations to present to City <br />Council, and clarified Council Committee authority. <br />Councilmember Sarmiento, clarified Council Committees cannot take <br />formal action, can only vet items, and present matters to City Council for <br />adoption or approval.
