REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 19, 2017 <br />CLERK OF COUNCIL USE ONLY: <br />TITLE: APPROVED <br />APPROVE AN AGREEMENT WITH ❑ As Recommended <br />SERVICE FIRST CONTRACTORS DBA E]Amended <br />E]OOrrdinance on 151 Reading <br />SERVICE 1sT FOR FOUNTAIN ❑ Ordinance on 2nd Reading <br />MAINTENANCE SERVICES AT VARIOUS ❑ Implementing Resolution <br />CITY FACILITIES ❑ Set Public Hearing For <br />(STRATEGIC PLAN NO. 6, 1B) <br />CONTINUED TO <br />FILE NUMBER <br />CITYVANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Service First <br />Contractors dba Service 1st to provide fountain maintenance services in an annual amount not to <br />exceed $96,340, which includes a 20% contingency, for a term from January 1, 2018 through <br />December 31, 2019, with two, one-year renewal options for a total amount not to exceed $385,360, <br />subject to non -substantive changes approved by the City Manager and City Attorney. <br />Through the Civic Center Authority joint powers agreement with the County of Orange, the City of <br />Santa Ana, Parks, Recreation and Community Services Agency (PRCSA) is responsible for providing <br />grounds maintenance services in the Santa Ana Civic Center. As part of the services, there is routine <br />maintenance of the fountains located in the Downtown Civic Center, including Plaza of the Fountains <br />(three fountains), Plaza of the Sun, Sasscer Park, as well as the 2nd Street Mall fountain and the <br />Santa Ana Regional Transportation Center fountain. <br />On October 17, 2017, a Request for Proposals (RFPs) was issued to companies to solicit proposals <br />from fountain maintenance vendors to service our Downtown and Civic Center fountains. Two <br />proposals were received. <br />An evaluation committee consisting of one representative from PRCSA Civic Center Maintenance and <br />one from PRCSA General Maintenance reviewed and rated the proposals. The proposals were <br />evaluated according to the criteria listed in the RFP, which includes firm/team experience, relevant <br />project experience, scope understanding, references and fee.
